They issue about D/L started in Gwynedd like most language issues occur. When a person was stopped by the police because they had only D on their car. But after protests/civil right organizations campaigning etc, it's perfectly legal to use D anywhere in Wales. Any language laws in Wales is for the whole nation not a specific region.
